山西青云集团注册于山西太原，集科工在样车设计阶段贸于一体的民营企业集团，下辖青云煤业、青云地产、中惠创新、国际投资等子公司。主营业务有煤炭开采、房地产开发、旅游酒店等。公司煤矿可开采面积约6.3953平方公里;房地产项目中，广东惠州中国留学人才基地总开发面积12.5平方公里;重庆涪陵总部会馆式旅游地产项目总投资35亿元。目前集团公司总资产规模数十亿人民币,银行授信额度7亿元人民币。

（一）项目内容:该项目由山西青云集团和德国HPC公司共同兴建，主要包括通用飞机研发与制造、产品支援、销售与服务以及航空飞行体验、娱乐基地与国展中心五个板块。项目共涉及2座HPC450直升机、4座HPC650直升机、6座HPC850直升机以及2座Viper SD-4固定翼飞机、6座Viper SD-6固定翼飞机以及6座以上小型通用飞机的研发与制造。

(a) Project content: The project was jointly built by Shanxi Qingyun Group and the German company HPC, including General Aircraft R D an滚牙丝锥d manufacturing, product support, sales and service, as well as aviation flight experience, entertainment base and National Exhibition center five sectors. The project involved the development and manufacture of a total of 2-seat HPC450 helicopters, 4-seat HPC650 helicopters, 6-seat HPC850 helicopters and 2-seat Viper SD-4 fixed-wing aircraft, 6-seat Viper SD-6 fixed-wing aircraft and over 6-seat small utility aircraft.

（二）项目投资估算:总投资160亿元。

（三）项目建设规模:一期工程主要完成固定翼飞机、超轻型直升机制造基地建设，包括总装、喷漆、物流和动力中心等设施,投资78亿元。项目完成后，可形成年产1500架飞机生产规模。二期项目投资49亿元，将形成年产3500架飞机生产规模。三期工程投资33亿元，建设目标为年产飞机5000架，2座、4座、5座、座系列直升机及固定翼飞机的全件生产及整装工程和1121座商务飞机的组装工程。
